PUBLIC ANNOUNCEMENT for the Appointment of One Member to the Ljubinje Municipal Election Commission

Based on Article 2.12, paragraph (5) of the Election Law of Bosnia and Herzegovina (“Official Gazette of Bosnia and Herzegovina” no. 23/01, 7/02, 9/02, 20/02, 25/02, 4/04, 20/04, 25/05, 52/05, 65/05, 77/05, 11/06, 24/06, 32/07, 33/08, 37/08, 32/10, 18/13, 7/14, 31/16, 41/20, 38/22, 51/22, 67/22, 24/24 and 24/24-correction), Article 8 of the Law on Ministerial, Government, and Other Appointments of the Republic of Srpska (“Official Gazette of the Republic of Srpska”, no. 41/03), the Instructions on Establishing Qualifications, Number, Appointment, Training, and Dismissal of Election Commission Members of the Basic Electoral Unit in Bosnia and Herzegovina (“Official Gazette of Bosnia and Herzegovina”, no. 31/24 and 85/24), and the Decision on Publishing the Public Announcement for the Appointment of One Member to the Ljubinje Municipal Election Commission, no. 01-013-7/25 dated 07.03.2025, the Ljubinje Municipality Assembly hereby announces:
PUBLIC ANNOUNCEMENT For the Appointment of One Member to the Ljubinje Municipal Election Commission
I. Vacant Position The Ljubinje Municipality Assembly is announcing a public call for the appointment of one member to the Ljubinje Municipal Election Commission. The composition of the Municipal Election Commission is multi-ethnic, reflecting the representation of constituent peoples, including others, taking into account the last population census in Bosnia and Herzegovina from 2013 (“Official Gazette of BiH”, no. 60/16). The composition will ensure gender representation in accordance with the Law on Gender Equality in Bosnia and Herzegovina.
II. Job Description The authority of the Municipal Election Commission is determined by Article 2.13 of the Election Law of Bosnia and Herzegovina and corresponding sub-legal regulations.
III. General Requirements for Candidates The candidate for member of the Municipal Election Commission must meet the following conditions as prescribed by Article 2.2 of the Election Law of Bosnia and Herzegovina:
The member of the Municipal Election Commission must be a person with voting rights.
The member of the Municipal Election Commission must have relevant experience in conducting elections.
IV. Specific Requirements for Candidates
Must have residence in the Ljubinje municipality.
Must have a completed university degree, level VII/1 of professional qualification, or a Bologna system degree with at least 180 ECTS credits.
Must have experience in conducting elections (experience includes membership in the election commission, membership in a polling board for government elections in BiH, serving as secretary of the election commission, working in the voter registration center, serving as an election result controller, holding leadership roles at the Main Counting Center (director and deputy director), or having worked as a civil servant or employee in the Central Election Commission of BiH Secretariat related to election process tasks for more than one year).
V. Persons Not Eligible for Appointment to the Municipal Election Commission A person may not be appointed as a member of the election commission if they are covered by Article 2.3 and Article 2.12, paragraph (7) of the Election Law of BiH, or if they hold an executive function as defined in Article 1.1a of the Election Law of BiH, or if they have been a candidate or are currently a candidate for any level of government in the most recent general and/or local elections. A person who has been convicted by any domestic or international court for genocide, crimes against humanity, or war crimes may not be appointed to the election commission.
VI. Mandate The mandate of a member of the Municipal Election Commission lasts for seven years and begins on the date the Central Election Commission of Bosnia and Herzegovina grants consent to the decision made by the Ljubinje Municipality Assembly regarding the appointment of the commission member.
VII. Status The member of the Municipal Election Commission does not establish an employment relationship. They are entitled to compensation for their work in accordance with the law and the decision of the Municipality Assembly.
VIII. Required Documents The application for the public announcement must include the following documents:
Application with the contact information of the applicant, a brief biography, a list of documents submitted, and the applicant’s signature.
Completed questionnaire with candidate data (Annex 5 of the Instructions on establishing qualifications, number, appointment, training, and dismissal of election commission members of the basic electoral unit in Bosnia and Herzegovina).
Proof of educational qualification (certified copy of diploma).
Proof of electoral experience of the applicant.
Proof of academic degree and/or passed judicial exam and/or holding a judicial function and/or attendance at training organized by the CEC BiH and/or recognition by CEC BiH, if applicable.
Statement of the candidate’s national identity from the last population census in BiH, signed and certified by the relevant authority (Annex 7 of the Instructions).
Proof of residence, not older than three months (evidence of residence in the Ljubinje municipality).
Statement of no obstacles as per point V of this announcement (Annex 6 of the Instructions).
IX. Deadline for Applications The deadline for submitting applications is eight days from the publication of the announcement in the “Official Gazette of the Republic of Srpska”, the daily newspaper “Glas Srpske”, and the Ljubinje Municipality website. If the announcement is not published simultaneously, the deadline will be calculated from the date of the last publication.
After the closing of the public announcement, the Commission for the appointment of one (1) member of the Ljubinje Municipal Election Commission will review and qualify the candidate applications, determining which meet the requirements of the public announcement and which do not. The Commission must inform all applicants in writing about the results of the qualification process.
Interviews will be conducted with all candidates who meet the public announcement’s requirements, following Article 10 of the Instructions, after which the candidates will be scored, and a ranking list will be created based on their performance (total points) and submitted to the Municipality Assembly.
Given the powers of the Ombudsman, as derived from Article 16 of the Law on Ministerial, Government, and Other Appointments of the Republic of Srpska (“Official Gazette of the Republic of Srpska”, no. 41/03), documents submitted with the application will not be returned to candidates.
Incomplete and late applications will not be considered.
All candidates will be informed of the results of the public announcement in writing.
Applications for the public announcement should be sent by mail to: Ljubinje Municipality Administration – Municipality Assembly, Svetosavska Street 2, with the notation: “Election Commission Selection Committee for the Public Announcement for the Appointment of Members to the Ljubinje Municipal Election Commission,” or submitted in person at the counter hall of the Ljubinje Municipality Administration.
Note: Annexes 5, 6, and 7 of the Instructions on establishing qualifications, number, appointment, training, and dismissal of election commission members can be obtained in the counter hall of the Ljubinje Municipality Administration.
