Based on the provisions of Article 82, paragraph 3, in connection with Article 59, paragraph 1, point 2 of the Local Self-Government Act (“Official Gazette of the Republic of Srpska,” no. 97/16 and 61/21) and Article 69 of the Statute of the Municipality of Ljubinje (“Official Gazette of the Municipality of Ljubinje,” no. 3/17), and Article 5 of the Decision on the establishment of the Citizens’ Advisory Board, no. 02-022-28/24 of 16.04.2024, the Mayor of the Municipality of Ljubinje announces
PUBLIC CALL for the selection and appointment of members of the Citizens’ Advisory Board of the Municipality of Ljubinje
Article 1. A Public Call is hereby issued for the selection and appointment of members of the Citizens’ Advisory Board of the Municipality of Ljubinje.
Article 2. Candidates for members of the Citizens’ Advisory Board may be proposed by:
Civil society organizations,
Public enterprises,
Public institutions,
Private business entities located in the local self-government unit (hereinafter referred to as LSGU),
Professional associations (employers’ associations, chambers of commerce, etc.),
Associations and foundations that, in accordance with their statute, conduct activities aimed at women, youth, and/or marginalized groups,
Citizen-activists from all age groups.
Article 3. Candidates for members of the Citizens’ Advisory Board are selected based on the following criteria:
The Citizens’ Advisory Board will consist of 3 to 5 members, including the chairperson and vice-chairperson. Interested local organizations may propose candidates who will fill half of the available seats on the Citizens’ Advisory Board, while the remaining half will be filled by citizens who represent the local community without organizational affiliation.
The number of members of the Citizens’ Advisory Board may vary depending on the number of local communities, the willingness of individuals and local organization representatives to participate.
Members of the Citizens’ Advisory Board must be adults, must have permanent residence in the Municipality, and must be neutral – they must not be civil servants at any level of government, not employed in municipal administration, and not members of a political party. The criteria for selecting members of the Citizens’ Advisory Board from paragraph 1 of this article are:
Motivation to become a member of the Citizens’ Advisory Board,
Previous experience in initiatives/projects in the local community,
Strong commitment to volunteer for at least 10 hours per month during the 24-month term,
Desire to contribute to positive changes in the community,
Other relevant criteria.
Article 4. The scope of work of the Citizens’ Advisory Board includes the following areas:
Providing advice and support to the LSGU in engaging citizens in local governance processes and identifying new opportunities for citizen participation. In cooperation with relevant representatives of the LSGU, the Citizens’ Advisory Board will organize opportunities for citizens to participate directly or indirectly in defining, planning, and implementing needs and priorities in areas considered highly significant for the community, such as service provision, budget preparation, spatial planning, corruption prevention, etc.
Participating in monitoring and overseeing the implementation of key LSGU functions (such as budget implementation, local strategy and action plan implementation, etc.).
Advocating for the implementation of projects and initiatives identified by citizens as priorities. In doing so, the Citizens’ Advisory Board will support the efforts of civil society organizations and other local partners to increase budget literacy, advocacy issues, etc.
Assisting the LSGU in raising awareness and improving ways to inform citizens about their work, ensuring that information is targeted and accessible to all citizens, including women, youth, and marginalized groups. In addition to these key areas, the Citizens’ Advisory Board may undertake other activities in agreement with the relevant representatives of the LSGU. The mandate of the Citizens’ Advisory Board will be defined by a description of specific activities, which will be created during the establishment of the Citizens’ Advisory Board.
Article 5. Applications for candidacy for membership in the Citizens’ Advisory Board should be submitted in writing either directly to the Municipality of Ljubinje Protocol, by mail to the address: Municipality of Ljubinje, Svetosavska Street No. 2, marked for the Citizens’ Advisory Board of the Municipality of Ljubinje, or via email at ljubinje@teol.net, no later than 01.05.2024. Along with the application form, candidates should submit a brief motivational letter, a CV, and proof of residence (CIPS). Late or incomplete applications will not be considered.
Article 6. The application forms for candidates for membership in the Citizens’ Advisory Board proposed by interested local organizations (O1), as well as the form for submitting an application for membership in the Citizens’ Advisory Board by citizens (O2) representing the local community without organizational affiliation, are available in the annex to this Public Call and can be obtained directly from the Municipality’s front desk.
Article 7. The Public Call has been simultaneously published on the Municipality of Ljubinje website (www.opstinajubinje.org) and on the Municipality’s bulletin board. Additionally, information about the published Public Call and its content will be broadcasted through local media and through local community organizations, local civil society organizations, and business entities.
The Public Call will remain open for 15 (fifteen) days from the date of publication.
Article 8. The Department of General Administration will, based on the received applications, verify the fulfillment of conditions and criteria by the applicants. Within 5 (five) days from the deadline for submission of applications, a Selection Commission will be formed, which will compile a report on the verification process and determine the list of candidates who meet the conditions and criteria from Article 5 of the Public Call. Candidates with the highest scores will be shortlisted and invited for an interview. If four (4) or fewer candidates apply, regardless of whether they represent organizations or citizens, all candidates will be interviewed. In the final selection process, the Selection Commission will, as far as possible, ensure the representation of all age groups, gender equality, skills, and educational background of the applicants.
The report on the candidate selection will be published on the Municipality of Ljubinje website (opstinajubinje.org) and on the Municipality’s bulletin board.
Article 9. The Mayor will, within 5 (five) days from the publication of the report from Article 8 of the Public Call, issue a Decision on the appointment of members of the Citizens’ Advisory Board.
Article 10. In the process of appointing members of the Citizens’ Advisory Board, care will be taken to ensure equal representation of both genders.
